At least two suspected ISIS-linked militants were captured by security forces in a fresh encounter on Thursday in the central Philippines tourist island of Bohol, the military said.
The Abu Sayyaf militants had invaded Bohol province on a kidnapping foray in April, which resulted in a bloody firefight with security forces, triggering a nationwide security alarm.
On April 11, at least nine people – five alleged Abu Sayyaf gunmen, three soldiers, and a policeman � were killed in an encounter in Inabanga municipality in the province.
According to a GMA News report, the latest clash took place in Tubigon, 23 kilometers (14 miles) away from Inabanga, when soldiers continued hunting the remaining militants.
One of the arrested militants is identified as Alyas Saad, whom the military confirmed as one of the members of the group that they are running after.
The identity of the other arrested militant was not immediately known.
GMA News quoted armed forces of the Philippines spokesperson Brig. Gen. Restituto Padilla as saying that two were arrested after an encounter with military troops.
It was also not yet clear if he was one of the three remaining members of the group that authorities were pursuing in the province.
Since 1991, Abu Sayyaf – armed with mostly improvised explosive devices, mortars and automatic rifles – has carried out bombings, kidnappings, assassinations and extortion in a self-deteremined fight for an independent province in the Philippines.

Capital punishment in the Philippines has a varied history and is currently suspended as of 2006. Capital punishment was legal after independence and increased in use under the Ferdinand Marcos regime. After the fall of Marcos, there was a moratorium on capital punishment from 1987–1999, followed by a resumption in executions from 1999–2006, followed by a law ending the practice. The death penalty seems likely to return to the Philippines; President Rodrigo Duterte, elected in 2016, is a vocal supporter of resumption of capital punishment.
Filipinos have mixed opinions about the death penalty, with many opposing it on religious and humanitarian grounds, while advocates see it as a way of deterring crimes.
During Spanish colonial rule, the most common methods of execution were death by firing squad (especially for treason/military crimes, usually reserved for independence fighters) and garrotte (a notable case would be the Gomburza). Death by hanging was another popular method.
A prominent example is the national hero, José Rizal, who was executed by firing squad on the morning of December 30, 1896, in the park that now bears his name.
In 1926, the electric chair (Spanish: silla eléctrica; Filipino: silya eléktrika) was introduced by the United States' colonial Insular Government,[2] making the Philippines the only other country to employ this method. The last colonial-era execution took place under Governor-General Theodore Roosevelt, Jr. in February 1932. There were no executions under Manuel L. Quezon, the first President of the Commonwealth.
The capital crimes after regaining full sovereignty in July 1946 were murder, rape and treason. However, no executions took place until April 1950,[4] when Julio Gullien was executed for attempting to assassinate President Manuel Roxas.[5] Other notable cases includes Marciál "Baby" Ama, electrocuted at the age of 16 on October 4, 1961, for murders committed while in prison for lesser charges.[6] Ama notably became the subject of the popular 1976 film, Bitayin si... Baby Ama! (Execute Baby Ama!).[7]
A former powerful Governor of Negros Occidental Rafael Lacson and 22 of his allies, condemned to die in August 1954 for the murder of a political opponent.[8] Ultimately, Lacson was never executed.
In total, 51 people were electrocuted up to 1961. Execution numbers climbed under President Ferdinand Marcos, who was ironically himself sentenced to death in 1939 for the murder of Julio Nalundasan—the political rival of his father, Mariano; the young Ferdinand was acquitted on appeal. A notorious triple execution took place in May 1972, when Jaime José, Basilio Pineda and Edgardo Aquino were electrocuted for the 1967 abduction and gang-rape of young actress Maggie dela Riva. The state ordered that the executions be broadcast on national television.[9]
Under the Marcos regime, drug trafficking also became punishable by death by firing squad, such as the case with Lim Seng, whose execution in December 1972 was also ordered broadcast on national television. Future President and then Chief of the Philippine Constabulary Gen. Fidel V. Ramos was present at the execution.[10]
The electric chair was used until 1976, when execution by firing squad eventually replaced it as the sole method of execution. Under Marcos' 20-year authoritarian rule, however, countless more people were summarily executed, tortured or simply disappeared for opposition to his rule.[neutrality is disputed]
After Marcos was deposed in 1986, the newly drafted 1987 Constitution prohibited the death penalty but allowed the Congress to reinstate it "hereafter" for "heinous crimes"; making the Philippines the first Asian country to abolish capital punishment

Federalism, according to Merriam Webster dictionary, is the distribution of power in an organization (as a government) between a central authority and the constituent units. An example of a modern federalist country is the United States, which is run by both its national government and independent federal governments per US state.
ANTIPOLO CITY, Philippines – Regions with more resources to fuel their development is one promise federalism can deliver, said the tandem of Rodrigo Duterte and Alan Peter Cayetano on Monday, March 7.
Their call for a federalist form of government was one aspect of their platform the pair highlighted when they campaigned in vote-rich Rizal province.
They were received at the provincial capitol in Antipolo City by former governor Casimiro Ynares Jr, the patriarch of the Ynares politican clan. Casimiro’s wife, Rebecca, is the incumbent governor seeking reelection in May.
With provincial officials and mayors in the audience, Duterte and Cayetano said local government units (LGUs) will be the primary beneficiaries of federalism.
“The most outstanding feature of a federal set-up is that our resources are ours to benefit from. If it is P100, you get P30, ipadala mo doon sa federal government (give it to the federal government), you retain P70,” said Duterte.
The problem with the current unitary form of government, he asserted, is the unfair distribution of funds between the local government and national government.

GADDAFI only erred in my opinion when he once told the Nigerian and British governments to divide Nigeria into two, so that the Hausa/Fulani (Moslems), Yoruba (Christians) and Biafrans/Igbo, can live as neighbouring countries.
It's good we look at these 16 REAL REASONS WHY COL. GADDAFI WAS KILLED:
1. There is no electricity bill in Libya, electricity is free for all its citizens.
2. There is no interest on loans, banks in Libya are state-owned and loans given to all its citizens are at a 0% interest by law.
3. Home is considered a human right in Libya. Gaddafi vowed that his parents would not get a house until everyone in Libya had a home.
4. All newlyweds in Libya receive $60,000 Dinars (US$50,000) from the government to buy their first apartment.
5. Education and medical treatments are free in Libya. Before Gaddafi, only 25% of Libyans were literates. Today, the figure stands at 83%.
6. Libyans taking up farming as a career, they received farm land, a farming house, equipment, seeds and livestock to kick- start their farms – all for free.
7. If Libyans cannot find the education or medical facilities they needed in Libya, the government funded them to go abroad for it.
8. In Gaddafi's Libya, if a Libyan buys a car, the government subsidized 50% of the price.
9. The price of petrol in Libya is $0. 14 per liter.
10. Libya has no external debt and its reserves amount to $150 billion – now frozen globally.
11. If a Libyan is unable to get employment after graduation, the state would pay the average salary of the profession as if he or she is employed until employment is found.
12. A portion of Libyan oil sale is credited directly to the bank accounts of all Libyan citizens.
13. A mother who gave birth to a child under Gaddafi, received US $5,000 as child benefit upfront.
14. 40 loaves of bread in Libya costs $ 0.15 Cents.
15. 25% of Libyans have a university degree.
16. Gaddafi carried out the world’s largest irrigation project, known as the Great Man-Made River Project, to make water readily available throughout the desert country.
